according to the rule book, a player with 5 CP should receive 64 chances - heck, this guy was low for a 3CP guy - what gives???
(and yes, he was my #1 pick, so of course he had the 5 CP on him ALL season).

The odds are that on average he'll receive the number of chances stated in the rulebook. But there is a great deal of volatility. It's just the random chance factor of rolling a pair of dice.

I'm more concerned about your signature and how quick you are to rebuild after a World Series win. Please discuss.

Did you have more than 15 players in the minors?
Did you assign less than 20 CPs at any point of the season? This would lead to such a thing.
If we have normal distributed variables then it should be very unlikely that such a thing happens. As a rule of thumb, if you expect 64 chances then the actual value should be with very high probability in a range like 54 to 74.

Discuss what? Because he rebuilds when he still has valuable pieces to move?
In the Cy Young League I inherited a team that didn't rebuild when it had some valuable players left. Instead the owner left, the team had exactly one decent player that was younger than OS32. The result were 7 seasons with a combined 343-791 record, that's a .302 winning percentage. 7 seasons where the only excitement is whether you get the #1 overall pick or not - I'd advise to avoid that if possible :)
OTOH, I started a rebuild in the OCL after a 107 win season in 2142.

(That 111 win season in 2144 was after getting demoted to AAA, where there's less competition.)
The same works with my LA team, where I entered a rebuild 2 seasons ago. I figure to be around .500 for 2-3 seasons before I will hopefully be again in playoff contention.
