Are there off days in the SimDynasty universe? If not, does this mean all 5 starters will get an equal number of starts (assuming all else is equal)?

A couple comments on off days. This is an offday for your team, not Sim Dynasty. The sim just skips ahead a day and plays those games.
The sim manager will attempt to skip the 5th starter if he can. Off days will also help to get your rotation back into order if one of your starters had to come out of the bullpen in a long game.
However, off days do not rest pitchers or position players. REST is a measure of how many consecutive GAMES someone can play.
