It's not a terrible offer, Shepard will hit but his health, speed and lack of defense don't exactly make him a future HOFer.
A quick look at the draft shows Flannery, Gingras and Stark as teen prospects and then Berry as a plug and play. I'd probably keep the pick but as I said it's not a terrible offer.

Healy (the guy you have 10 CPs on) will be a more productive player than the guy MON is offering. Plus, your picks will be able to grab a better player as well. Add in Hearn to the players roosters mentioned, and you have a good top 5. The odds are one of the better players will fall to you at 4 anyways.

it's not an offensive opening offer, but I agree with both guys that it's not enough. spencer's (lack of) speed will hold him back as a hitter. i also like healy. i'd have 13 or 14 cps on him.

Player cards for my comments below (hyperlink isn't working on my end)...
Gill: http://simdynasty.com/player.jsp?player=nobody&mode=stats&id=11200134
Deacon: http://simdynasty.com/player.jsp?player=nobody&mode=stats&id=12485565
Hey guys what if I added the 19th overall (LAN) in the current draft, the 17th-22nd in the next draft (LAN), and Joe Gill. So, it's:
-#4 overall for Shepherd, Gill, #19 this year, #19 (or so) next year,
Or to remove the speed issue (although the health issue remains) I could do either:
-#4 for David Deacon, Gill, and #19 this year, or
-#4 for David Deacon, #19 this year, and #19 (or so) next year.

He's trading the player because it's not a player that he will use to win with, that's why the player has been in other deals as well. The player has zero speed, bunting or defense. He's a limited player, not to mention his birthdate sucks.

you have to know that we're going to recommend that he decline this offer as well. the reason that he has the #4 overall pick is that his team isn't any good, which means that gil has no value to him whatsoever. the #19 pick in any draft is of limited value and this if this draft is as thin as has been said it will have even less. two seconds do not a first round pick make. that's still essentially sheppard for #4, which isn't enough.
Or to remove the speed issue (although the health issue remains) I could do either:

again, gill is useless to him. deacon I like. he should get to A+/B+ both sides at worst with A+ speed. his health will hurt some, but I'm not a big health guy. the thing is though, that what he can draft at 4 is arguably going to be as good or better than deacon- which you know, or you wouldn't be offering him plus something to get the pick.
deacon and two 2nds is not a terrible offer, but if I were OAK i'd want deacon and sheppard or deacon and a decent 1st to seriously consider moving the pick.

The top 10 for the draft went as follows:
Vida Stark LF 20 Brooklyn
Kito C 26 Milwaukee
Berry P 24 Los Angeles NL
Russell SS 18 Oakland
Hearn P 17 Chicago AL
Erdos P 17 ST.Louis from NY AL
Flannery P 18 Cincinnati
Gingras RP 19 Brooklyn from Detroit
Tamayama P 31 Seattle
Serrano P 28 Baltimore from San Diego
Feels like some folks overreached like they tend to do when the foreign players have "decent" letters.
