The wheel draft allows owners to stay competitive without tanking. Every team in the league gets a top 4 pick every 4 seasons, and will draft in every draft slot (1-16) over a 16 year period. For example, the 3 expansion franchises will be drafting as follows during the next 8 season term:
OAK - 8, 9, 4, 13, 5, 12, 2, 15
TOR - 16, 8, 9, 4, 13, 5, 12, 2
HOU - 1, 16, 8, 9, 4, 13, 5, 12

The FRL is having a 3 team expansion draft. We use a Wheel Draft, and system 5 minors. We're also switching to 9 GPD (from 6).The wheel draft allows owners to stay competitive without tanking. Every team in the league gets a top 4 pick every 4 seasons, and will draft in every draft slot (1-16) over a 16 year period. Oh, I forgot to mention that the Houston franchise has the #1 pick next season!!!

We use a wheel draft system, where record doesn't determine draft position. Every team gets a top 4 pick every 4 seasons, and drafts in each draft position 1-16 over a 16 season period. It creates a very competitive environment, and does away with the 130 win and 130 loss type of teams. You can rebuild on the fly while competing for a title, do the traditional tear down/rebuild, or sell of the older guys and try a 3-5 year makeover.
The FRL uses system 5 minors, and we're switching to 9 GPD in the next term. Terms last 8 seasons. It's a great league with some great owners. The AL in particular is one of the toughest division in SimD. We're losing 3 good owners though, and would love to recruit 3 good owners to replace them.
