Didn't there used to be a way to change a teams city?

Toward the bottom under Team Information there is a button to Change Team City. This option is only there the first season or two after buying the franchise. The move will take place during the next off-season.
If you've been in the league for awhile...you can contact Admin to make the move for I believe a $5 fee.
