nyg07 is a cheater

I made a CP trade with nyg07 after which he intentionally, systematically, and repeatedly manipulated the CP's he had assigned to my player in order to divert IC's to his own players.
This has been a superb league and I don't want to spoil that for you good folks but I feel obligated to share what I know. My attitude is that the only way to deal with a cheater is to shun him, so although it breaks my heart, I'm going to turn this team over to a new owner.
I'll post this picture of his minor league setup, taken on the day he wrote to me, "I change the remaining CPs on my own players a lot but I don't change yours or San Diego's."

I'm impressed that this still is messing with you. I was a "victim" of this, but it is also our responsibility to monitor these trades as well. I accepted his apology, and I still dont know how it happened but I do feel he learned from this and has decided to no longer pursue these trades. I have been a partner of his for cps for at least 2 seasons, and never have I assumed he was cheating, for my guys prior to this trade have prospered.
I understand all this might not mean a thing to you, but I also dont think its necessary to kick the door and make a stink on your way out. One can also say things about having C+ overall hitters in the 4th spot of the lineup, but thats not considered cheating either.

Well...Morty's been an upstanding member of this league too long for me to doubt that he feels cheated. Personally, I avoid CP trades. But when they're made, there's really no excuse not to hold up one's end of the bargain.
I'd like to find a way to keep him as part of this league...although I'm guessing it's a moot point now. If nothing else, I appreciate the fact that he's raised awareness on the issue.
Does anyone else have any thoughts on this?

I have to say the screen shot is pretty compelling, I am not sure of a possible explanation of why there should not be CPs on the guys that should have them (there was a thread I believe about this that I cannot find).
I have completed a lot of CP trades here and in other leagues, honestly I have never felt the need to monitor them, regardless of why the CPs were not on the players in this deal, I am now not sure I will be making any more CP deals.
I would have hoped that the teams involved could have come to an agreement to fix the situation, in his deal Minions has accepted an apology, Morty has not, and I can understand and respect both of their positions, I am not sure how I would react if I was in their situations.
If he decides to leave, I do wish Morty well (I will still see you in several other leagues), the VPL will miss a great owner that has been here over 5 years real time...

As Causey has mentioned, Morty's been an upstanding member of this league for a long time so
Morty - I really hope you decide not to leave. In my opinion, it looks as though the evidence is quite damming unless nyg07 can come to his defense as to a plausible explanation. Regardless, we as a league should do what we can to insure the integrity of this league and find a way to keep Morty as well.

Things like this often get bumped to Admin to resolve. They have policies, authority, and past experience to handle these situations equitably. An owner who has been treated unjustly should not feel compelled to leave the league to make satisfaction for his unjust treatment.
Regardless of whether Morty leaves (I hope he doesn't), I think Admin needs to weigh in.

Unfortunately they cannot enforce CP trades since they are in the gray area of the game and outside of the actual game interface, they are consider buyer beware, here is the part of the rules that discuss CP deals:

Perhaps the only action that they could have taken would to have been reverse the original trade, which I believe was a 1st round pick...
