Using a starter in the bullpen.

Can I bring up a Starter from the minor leagues and use him in long relief?

Yeah, pitchers need a minimum C- to start, but there's nothing stopping pitcher with higher endurance from being used in the pen

However a pitcher B- or higher endurance will lose endurance points if he doesn't start "more than" 25% of his appearances in a season.

From the FAQ Wiki:

"A starting pitcher who starts 25% or less of his games for the season, and pitches more than 25 innings, will lose endurance points equal to [10 * (1 - ( games started / games pitched) )]. A starting pitcher appearing only in the bullpen will therefore lose 10 points -- just over one letter grade in endurance."

And the "more than 25%" is very important. If he has 24 appearances and only 6 starts (exactly 25%), he will lose endurance. In that particular case, he would lose 7.5 endurance points.

Yes, the problem is that the restrictions in the rules force me to "game" the system. Since I cannot pitch somebody < 28 OS for over 200 inn per year, I am forced to rotate my starters in for relief time. This is crazy, since even the fourth starter in a rotation will get more than 200 IP in a year. But I cannot rotate them in to relief too much or they lose endurance... so this requires a lot of micromanagement to ensure pitchers don't lose either endurance or health at the end of each year.

If you are playing with standard injuries you shouldn't worry about the health penalty. You can have a rotation consisting of only F health guys and still have seasons with no injuries at all, and even when they do happen its not like the guy needs Tommy John surgery, he'll miss a couple of starts.

i don't think it's done the best way, but I do like the idea of things like endurance and health penalties. We need things to manage, decisions to make.

For the health penalty I just wish it was scalable, where if you increased gradually you could get up and over 200 IP by 25 or 26. But of course it doesn't even matter unless the league is Injury 3/4.

The endurance penalty is too harsh. 7.5 points is the minimum downgrade. You'll never recover that. One season of 80 games/20 starts and you lose that forever.

I guess it just seems so unlike "real baseball". Can you imagine a coach saying, "Well, let's move our ace starter into the bullpen for the second half of the season to make sure he doesn't pitch 200 innings this year. But make sure that he doesn't have three times as many relief outings as he starts!"

There actually is some logic behind both penalties but they are flawed, I think the 200 innings is just too low and age 28 extends too far, I like the scaling idea.

I also think that pitchers will lose some endurance if used primarily out of the pen in real life. It's not really that hard to "game" but yes it is painful.

Pitchers earn most of their ICs for appearances, so young starters get more IC's if you give them a good deal of time where they are the first guy out of the pen vs being 3rd or lower in the rotation. So besides avoiding the health penalty you are giving them a better chance to improve.
