3 team expansion in the Bob Horner League

We have a great group of owners, lots of fun personalities and good interaction. The league uses a number of anti-tanking measures, including a draft lottery with loss penalties. Is there a place that explains the loss penalty? If not, could someone shed some light on that?

If a team fails to win 50 games they drop 10 spots in the post lotto draft results. They drop 5 spots if they don't win 55 games.
