Reliever Question

I have a question about relievers and pitchers. Does a pitcher's attributes start to decline when they are tired or before that, and when they start to decline how fast does it occur?
I recently ran into some problems with my relievers, I'm trying to use a system using 2 pitchers, SU and Closer. It's worked until this year, both usually have 110 IP but this year their ERA's and WHIP's are unusually high for their ratings. I have it set so relievers get pulled instantly when tired. Is it just bad luck or am I leaving them in too long?
I also have it so pitchers with 1 energy bar are used last, what effect does energy have on stats? I always though they start to decline once red, or does it happen before that?

Pitcher skills start declining as soon as they get tired. At first it's a minor decline, but it does get worse. I think it's pretty linear. If you have a great pitcher, he'll still be better than your average A- pitcher when slightly tired.
I would set your relievers to be used as a last resort on a minimum of 2 energy bars. If I have a deep pen, I set it to 3.
In regard to your reliever's stats, it's likely bad luck, or maybe you just had good luck the season prior?
