Declining skills

Hi,
is the amount of declines dependent on the (bundled) skill? That is, will an OS34 B-/B- pitcher decline less than a A/A pitcher?

no, the skill grade doesn't affect how much it declines. but certain skills decline slower than others, contact and control are slower than power and velocity.

Yeah, I realize that. Looking at the declines of a few players it seems to me that they often decline a bit slower as they get older, so I wondered if that may be due to the fact that they are weaker than the OS34 players...

I wouldn't say "weaker," no.
However, most owners overlook the fact that Contact/Control decline more slowly so you can often get a 33-34 year old high in those attributes for a badly-whistled song, and they will give you (sometimes) 2-3 seasons of still relevant performance.
A good ROI, if you ask me.

There may be a tie-in between declines and skill level. There is a lot of randomness to declines, so it would be hard to tell by just looking at declines.
The other factor that will affect it, is that low skill players that are in declines, may actually be converting IC's (this happens but you don't see it), thereby minimizing the amount of declines.
