No matter what league I am in, when I go to :
league rules>ML development system, and click the number, it links me to variable development in the game guide. So, every league I am in takes me to that link. This is true even in dynasty leagues.

Looking at this post in my OCL league, I hadn't heard in 8 or so seasons that it was a VD league.

In fact, I doubt it is. I couldn't find it in the league rules.
So then, the guy in the linked post says that leagues can set VD rates.
Is that true???
I had never heard that one either.

I don't have any idea if your league is var dev or not. but yes, individual leagues can ask tyson to adjust the occurrence of certain curves. there is a standard setup and the league can ask for some modification from there.

Yes leagues can set their own variable development rules, essentially this means they pick what % of draftees fit into each category, I think most leagues use the basic template but not all do.
The OCL
is variable development but I have no idea when it became one, can't recall if it was when I played in it .
