Change to fatigue handling

Right now, players start to regain energy the moment they are no longer part of an active formation, so their energy usage looks like a sawtooth: always coming down or always going up. I have meant to change this for a long time, but the debate about 2OL and similar tactics is prodding me to finally make the change.
What will happen now is:
- When you are in a formation, your energy will drain same as always
- When you come off the field, your energy usage will be flat (no drain, no gain) for 45-145 seconds (depending on Stamina). These are "real" seconds, not "Game" seconds, so it includes huddle times, moving chains, etc.
- Once the "flat" time expires, energy will start to be regained.
What this means is that players who are constantly coming on and off the field will not recover energy when they are off the field for just a play or two. They will stop losing energy, but they won't instantly regain it. Once they start regaining energy, they will continuously do so until they are in a formation again.
I expect this will have little effect on most players, but those who shift players around a lot rather than just using one main personnel package may feel it. I don't expect those teams to be unduly punished by it, but previously a team who, say, alternated his receivers or OL on every play might effectively never accumulate any fatigue at all, especially if they had high Stamina (because it also works the other way, you generally have to play more than just one play to take any fatigue hit). So this should even things out (and balance out the fact that fatigue has less impact on skills by slightly lengthening recovery time).
We'll have to see how the impact actually is; it doesn't sow well on my development server where all the teams are unmanned.

I like this.... it takes away some impact from the unrealistic mass offensive line substitutions that some teams use which is completely unrealistic. This change takes away one of the benefits of doing that and adds realism to the game. Nice job

No it doesn't. It will probably do away with the WR subs to some degree. I don't see that it would touch the OL subs at all.

Agreed. I'm not sure I see how it helps here.
