Isn't there a general rule that each team must have at least two players at or above 50% at catcher on its roster?

Yeah we are supposed to, ABE will not allow an owner to change their lineups without 2 over 50%, and when the backup plays it is not very beneficial to that team. Some private leagues have the percentages at 75% or 90%, but here in dynasty it is 50%...

And they can be injuried and on the active roster and count towards the two at 50%...
