The defense calculated that the offense had an 18% chance of making a first down if the penalty was accepted and a 15% chance of making a first down if the penalty were declined. If the two percentages are within 2% of each other, the defense will accept but since there was a 3% difference the defense declined. It really could have gone either way here.

CHI went 13 of 40 for 82 yards and took 6 sacks for minus 45 yards.
We both also fumbled multiple times.

You're right (and I still need to start working on that, right now I haven't get into it), but BHE post mentions that it's in 2nd down.
