odd penalty accepted

2nd and 9 for the Dogs, they huddle and line up in a Shotgun; the Gnats line up in a 4-2-5 Nickel.
Arthur Zagers takes the snap and drops back into the pocket.
Flag There is a flag on the play.
Zagers is under heavy pressure.
Arthur Zagers is sacked by Arnie Gordon for a 10 yard loss.
PENALTY: DAL, Illegal formation, #83 Phillip Cunningham is out of position, 5 yards.
The clock will be restarted when the ball is reset.


why is this penalty accepted?

Not sure, the log doesn't show it as having gone through the expected penalty evaluator. I am checking it out.

I think I have fixed this, but we won't know until the next penalty after the offense is hit for a loss. I am going to try to force a matching situation on my test server.

I fixed it, but now the defense will decline a 5-yard penalty on first down, picking 2nd and 10 over 1st and 15.

Mathematically, this is the correct thing to do, as in the NFL 1st and 15 results in a new set of downs 54% of the time and second and 10 results in a new set of downs 52% of the time, but I think most owners would expect to see the defense accept this penalty.

I am going to fudge the math a bit to make the defense accept a 5-yard penalty on first down.
