Beta Premium is set to allow Domes. Your dome setting may be changed during or before preseason. Once it is changed it is locked in for the remainder of the season.
Zeta is set to allow Retractable Roofs. Your roof setting may be changed before any game. The Sim Bowl roof setting, however, is set the moment the host city is selected and cannot be changed by the host city afterward.
Right now this setting is enabled for the Profile, Weather and Boxscore pages. The actual game engine doesn't have it enabled yet but that will come as soon as some tests are done, hopefully within the hour.
IMPORTANT: The Dome setting is stored separately for each game. When you change your dome setting, it should change all future home games to use that dome setting; you can see this on the weather forecasts (it's easier in Table view). When a new season starts, all newly scheduled games should get your dome setting, and any postseason games should get the home team's dome setting. Please watch out for these things and let me know if a dome setting does not appear to be correct.

Nice. This is something that a lot of owners have been asking for. I just set it for dome in beta. Very cool.

The game engine is updated so tomorrow's games should honor your dome setting. Basically, any game played in a dome will be treated as 65 degrees clear with no wind no matter what the actual weather is. For retractable roof leagues, opening or closing the roof between quarters won't take effect until the next game.Chris
