Is there a setting that could have prevented this?

In todays game Direwolves v Orange this play occured:

11:52 21 14 SYR 3/9 CHI 29 3rd and 9 for the Orange, they huddle and line up in a Shotgun; the Direwolves line up in a 4-2-5 Nickel.
Perry Thomas takes the snap and drops back into the pocket.
The corners and linebackers are blitzing!
Thomas is under heavy pressure.
Thomas sees the blitz and looks for a hot read.
Thomas can't find a hot read!
Thomas passes to Andre Wagner at the CHI 15.
There is a flag on the play.
Pass by Perry Thomas intended for Andre Wagner is incomplete.
PENALTY: SYR, Holding by #29 Billy Hill, 10 yards.
The penalty is declined.
The clock will be restarted on the next snap.

Taking the penalty would've definitely put him out of FG range. Of course he could've had a shot for a big play too, but the odds seemed better to make him do just that. Is there any way I could've done anything to ensure this penalty was accepted??

Unfortunately this followed:

i don't think there is a setting for penalty accpet/decline.
