time ran out on change of possesion

EFL: Sim Bowl: At the end of the 3rd Q, Tulsa kicks off after a score. TB returns the kick and lines up 1st and 10. Before they run a play the time runs out.

00:21. TB --- TUL 30 Tulsa lines up for the kickoff.
Frank Cronin kicks off for the Toasters.
Kick hang time: 3.71 seconds.
The ball is caught in the end zone by Byron Arenz.
Byron Arenz returns the kick to the TB 17.
00:15 TB 1/10 TB 17 1st and 10 for the Twigs n Berries, they huddle and line up in a Shotgun; the Toasters line up in a 4-3.
Time expires before the snap.
00:00 TB --- TB 17 End of 3rd quarter.
Tampa Bay Twigs n Berries 20, Tulsa Toasters 30

The clock is running after the kickoff. With the exception of the last two minutes of the first half and the last five minutes of the second half, the game clock will be restarted following a kickoff return.

Because it's only the 3rd quarter, they aren't in any particular hurry to get the play off. So they run out of time.

I may be missing something but, with all due respect, I think that's incorrect.

This from the NFL rulebook on time keeping:

"With the exception of the last two minutes of the first half and the last five minutes of the second half, the game clock will be restarted following a kickoff return, a player going out of bounds on a play from scrimmage, or after declined penalties when appropriate on the referee?s signal."

And in the final 2 minutes of the 1st half/final 5 minutes of the 2nd half:

"On kickoff, clock does not start until the ball has been legally touched by player of either team in the field of play. (In all other cases, clock starts with kickoff.)"

I believe the only thing that changes late in the half is when the clock starts. The clock stops on all changes of possession to allow the teams to transfer personnel. The question is when does the clock restart? Is it after the change of personnel at the refs discretion or is it at the snap of the ball on the next play? I couldn't find that stated explicitly (but I didn't look real hard). I certainly could be wrong but I believe the clock starts on the snap of the ball.

The rules digest on the NFL site implies that it starts when the ball is spotted. The rule book itself appears to have it start on the snap, but the rulebook is difficult to follow at times. The code is based on the rules digest from the NFL site as I wrote this portion of the code before I got my hands on the official 2011 rulebook.

There would be no point for it to say "restarted following a kickoff return" if it was on the snap.

There are two clocks in the game: the game clock and the time of day clock. The time of day clock manages fatigue and injury recovery, so I do actually simulate the time it takes for the teams to get into position after kicks.

I have a couple of NFL games recorded for times like this; I may have to go through one and see exactly how it is handled.

After watching some games closely I have fixed this. I am not sure if the digest on the NFL site refers to an older rule or if I am just reading it wrong.
