New cities

In trying to document the customizable rules, I realized that the city tiers were not consistent. In making them consistent, I added two more cities: Virginia and Omaha. This brings us to a total of 75 cities/locations.
The city tiers are now as follows:
Tier 0: Current NFL cities
Tier 1: NFL cities since 1960 (essentially the current cities plus the two Los Angeles cities)
Tier 2: Tiers 0 and 1 plus USFL and UFL cities (one USFL city is incorrect; Tulsa should be Oklahoma, but I can't change it now)
Tier 3: Tiers 0, 1 and 2 plus some defunct NFL and AFL cities prior to 1960 and some Arena League and WFL cities
Tier 4: Tiers 0, 1, 2, and 3 plus current Canadian Football League cities
There is lots of room to add cities to Tier 3, and defunct CFL cities could be added to Tier 4.
(The reason for having so many cities is that eventually I plan to support ladder leagues similar to the Orlando Cepeda League in the baseball sim, but I want each team to have a unique city in the ladder so we don't have the weirdness of teams relocating as they move between ladders.)

They are playing Semi-pro football here in Medellin now, Chris. When does Colombia get an SD city? ;)

Someday you'll have to add the World Football League cities, like Barcelona, London, Frankfurt ...

I had considered it early on, but once I started building the weather model it wasn't practical.
Admittedly I probably made the weather model too detailed and realistic... I probably could have just gone with some random numbers. But I didn't want to have situations where one city was sunny and 65 degrees while a city right next to it on the map was 23 degrees and heavy snow.

Why not? That's very realistic in parts of Minnesota.
