Ever hear of a counter offer?

I don't get it. Some of you hold onto guys in your minors for years with no CPs assigned, then bring them up and don't play them, and all the while reject trade offers for them. Yet you're on here often, checking out your team, trying to make it better I surmise. What gives? Why not send a counter offer for the player you're letting rot?
