Waiving highly-rated players

There is a site rule prohibiting waiving B+ or higher players; however, since there are so many special cases where waiving a high level player could be valid, it wasn't enforced in the code. Unfortunately, this is coming up enough to start to take up a lot of my time, so I am changing the code to start enforcing the rule as follows:

- Players B+ or higher overall cannot be waived (or demoted if out of options) in trial and dynasty leagues.

- Players A- or higher overall cannot be waived (or demoted if out of options) in subscription and private leagues.

- Players A or higher overall cannot be waived (or demoted if out of options) in leagues with System 3 minors.

To be more specific: B+ players cannot be waived directly (in Trial and Dynasty leagues) but they can be demoted without options, meaning they will be claimable.

The specific rule in the Site Rules thread is worded as:

- Ratings Limits to Waiving Players -
You cannot waive anyone who has a B+ rating or higher. And you cannot demote anyone who has an A- rating or higher unless they have options (cannot be claimed off option waivers when demoted).

The rules actually apply to all leagues, but in subscription and private leagues, B+ players will not be prevented from being waived; it is up to the league and the Commish to decide how to handle those cases. Historically this has not been an issue in anything but Trial and Dynasty leagues.

A lot of changes in the trading pages had to be made because you can waive or DfA players during a trade. I've already found and fixed a couple of bugs just trying to make regular trades, so please throw some trades around and make sure there has been no damage to the basic trade process.

I am going to be moving these changes in for mid-March; has anyone tried to push the limits on this?
