Question about End of Game scenerio

The Smashers were driving in the final 2 minutes when this occured. They had just used their final time out so the clock was not running:
00:25. 24 24 PHI 2/1 MON 12 2nd and 1 for the Atom Smashers, they huddle and line up in a Shotgun; the Francophones line up in a 4-3.
Earl Habib takes the snap and drops back into the pocket.
Habib is under pressure.
Habib passes to Billy Moore at the MON 3.
The ball is caught at the MON 3 by Billy Moore.
Pass by Earl Habib is completed to Billy Moore for a 10 yard gain.
First down for the Philadelphia Atom Smashers!
00:19 24 24 PHI 1/G MON 2 1st and goal for the Atom Smashers, they hurry to the line and line up in a Pro Set; the Francophones line up in a 4-3.
Earl Habib takes the snap and drops back into the pocket.
Habib is under pressure.
Habib passes to Dioni Diggs in the end zone.
The pass is wide.
Pass by Earl Habib intended for Dioni Diggs is incomplete.
00:00. 24 24 PHI --- MON 2 End of 4th quarter.
19 seconds isn't enough time to get this play off?
If not, ok. But shouldn't the QB be spiking the ball here with no time outs and the clock running?
What does the sim logic say in this scenerio?

They took a "hurryup" huddle, which is 12-15 seconds for huddle, get in formation, count cadence, and snap; they should have been in "no huddle" which is 7-10 seconds for formation, count cadence, and snap. In addition, there is a 4-6 second "reset" time at the beginning of each play for players to get up off the ground and get back to their side of the LOS. Thus, even in no-huddle they may not have gotten off a spike as a spike requires a minimum of 5 seconds on the clock to be successful (reset, hurry into formation, snap, and execute the spike).
