Decrease injuries in Preseason

OK, preseason is sort of realistic, although we don't play preseason games on the baseball site, but really all I get out of it is injuries.
I can't rest all my starters because of roster restrictions and the fact that AFE starts the backups in the second half so all I'm really accomplishing in preseason games is reducing my roster effectiveness prior to the regular season.
It's sort of a russian roulette to see which 8 regulars I can leave inactive, exposing my other 18 starters to the risk of a lengthy injury and it's really frustrating.
If we have to play preseason games can we at least dial down the injury rate.

I rotate my starters and bring in guys who I know probably wont make it just to see what they can do. I also lost a key guy already, but so it goes. It does happen in real life too.

Can't we carry up to 80 players during the preseason? Just pick up some waiver scrubs and set all your starters to inactive (though I do agree with you that it would be nice to just not have to do silly things like that).

You can carry 80 through the first two weeks of preseason than must cut to 60 for preseason week 3 .
But if we're going to fill the roster with guys who aren't going to make the team just to avoid injuries what's the point of preseason ?

The danger in that is that if you miss your cutdown date, the automatic cuts come from the inactive list.
The preseason offers you a chance to try out different strategies, different players, and get some extra IC's in.
I've found an article indicating that the NFL overall preseason injury rate is 17.9/1000 AE, where the actual season rate is closer to 36/1000 AE (from a different study), so assuming that the two studies use similar definitions of "injury" (a large assumption but for the moment I'm willing to make it), that would support setting the injury rate in preseason to half the rate of the rest of the season. Now a lot of these studies are trying to spin the numbers to support a position, so I take them with a big grain of salt and may change as I do more research, but for now I'll halve the injury rate.

I'm halving the rate for loss-time injuries and being taken out for part of a game; the rate of getting "shaken up" will remain the same.

The change is not retroactive. Note that the length of injuries is not going to change, just the chance of them happening in the first place.

It's worth noting that NFL teams carry large preseason rosters and the chances of an injury happening to a guy with no chance of making the team are thereby increased.
We have fewer players in the line of fire and therefore more likely to lose someone who matters.
A larger active roster in preseason would be ideal, so we can avoid some auto-waiving and see more guys in action.
