Strange substitution

I don't think there can possibly be a change of personnel on a spike play, especially as happened here, where my team changed QBs (due to end-of-half fatigue silliness) right after a completion. Also odd is that Bostic was taken out just for the spike, then came in to handle the hold on the FGA.
00:39 7 28 LV 1/G HAM 10
1st and goal for the Legal Wagers, they line up in a Pro Set; the Hamiltonians line up in a 4-3.
Mike Bostic takes the snap and drops back into the pocket.
Bostic throws a screen to Red McDonald at the HAM 11.
The ball is caught at the HAM 11 by Red McDonald.
Pass by Mike Bostic is completed to Red McDonald for a 2 yard gain.
00:06 7 28 LV 2/G HAM 7
2nd and goal for the Legal Wagers, they line up in a Pro Set; the Hamiltonians line up in a 4-3.
Billy Joe MacWherter takes the snap and spikes the ball to stop the clock.
00:01. 7 28 LV 3/G HAM 7
3rd and goal for the Legal Wagers, they line up in a Field Goal/PAT; the Hamiltonians line up in a Field Goal/PAT Block.
Fred Douglas prepares to attempt a field goal for Las Vegas, Mike Bostic holding.
Kick is into a crosswind to right; Bostic's hold is good.
The 24-yard field goal kick by Fred Douglas is good!

I figure holding, like kicking, doesn't require stamina. Spiking should be non-stamina, too. Swapping QBs [or anybody] in that situation is counter productive. Get the clock stopped 1st, then sub.

Spikes always happen in Pro Set, and thus will use the Pro Set depth charts and all the regular substitution rules. For optimum realism it should use all the personel that were already on the field.
This is a side effect of how "substitutions" are handled. In reality, there are no actual "substitutions" as it does not "remember" who was in the prior play. It goes through a set of rules that are followed the same way each time (in programming we call these "deterministic" rules, as opposed to "non-deterministic" rules which have a random element or some outside influence). Where the outcome is not the same as the prior play, you have a "substitution".
I need to see where in the process the formation data is cleared, make sure the exact same formation is used on a spike as on the prior play and that no players were injured or shaken up (which would still require substitution).
Him coming out for one play then going back in for the hold is odd, though. He should have been marked as "resting" and thus unable to come in at Holder if he hit his fatigue threshold at the Kneel play, unless no other decent Holders were available.

My other holders are the P, who was available, and the backup QB who was in the game. It would seem they were both good options, if Bostic was indeed tired.
This game, BTW:
