What king of out-of-position penalty would a place kicker have if he punted or a punter have if he did the place kicking?

Is the deterioration curve for WR, CB and QB less/slower and maybe start at a later age?

Same as most, a 66% penalty on Execution, no penalty on the other skills. For regular kickoffs, this has little impact so using a punter as a kickoff specialist won't hurt you. A placekicker punting is probably fine in your own territory but hang time will suffer and coffin corner/pooch kicks will get dicey with the lower Execution. On field goal attempts at most ranges a punter should do okay on a calm day, but in crosswinds or particularly long kicks his success rate will suffer.
