At 36 seconds, the clock is running. This time marks the point at which the previous play is over (5-7 seconds after the whistle on the previous play, as players are picking themselves up off the ground and getting back to theor own side) and the huddle. Now, the team has to huddle, set and snap. They should be in "hurry up" mode at this point so they take 12-15 seconds to huddle, but I'm wondering if it was in "normal" mode which takes longer. The notation "Time expires before the next play" indicates that time expires during the 5-7 second reset period after the play. I'll take a look at the time management in here; I'm guessing that it may only be going into "hurry up" if behind, which isn't right for the first half.
