Therefore, I've begun the process of redoing our Facebook presence as a Fan Page. We will use the Fan Page as a way to deliver news about the game. I'm open to suggestions on what else we can use it for.

In the past, we gave people 100 Dynasty Dollars for using the App. Rather than do that, I'm going to do random give aways periodically for people who are fans of Sim Dynasty such as free teams or T-Shirts.

Aside from that, rewarding people for utilizing the facebook page is key. Giving free teams and such is awesome - great start.
I'm trying to think how you could give people credit for driving new users from facebook to SD. For example, if I post a status update about the Sim page and a friend clicks it and it results in them signing up, I should get refer-a-friend credit. There is no way as of now to prove that it was me who sent them in SD's direction. I haven't come up with anything, but adding that functionality its food for thought.

From a project manager point of view, I'd add Google Analytics to the Facebook page, just so you can track some activity on it.Here is an article about it if you're interested.
