Further, the play ended with 15 second before halftime. Since the offense declined the penalty, it needed to call its last timeout, and i'm not sure there shouldn't have been a clock stoppage there

Blaine Lomax takes the snap and drops back into the pocket.
Lomax passes to Tyrone Riffle at the NO 47.

The ball is caught at the NO 47 by Tyrone Riffle.
Riffle dodges a tackle by Les Weller.
Pass by Blaine Lomax is completed to Tyrone Riffle for a 47 yard gain.
PENALTY: TUL, Roughing the passer by #64 Brandon Weber, 15 yards and automatic first down.

I had a QB get roughed on a play when he completed the pass for 47 yards and a first down. The offense declined the penalty since it got the first down, where in real life the 15 yards would be tacked on to the play, correct?Further, the play ended with 15 second before halftime. The clock is restarted after the declined penalty because it would have remained running without the foul.

My NFL rulebook is a bit out of date, it still had the rule at 15 yards from the LOS when I set up that penalty. It should be from the end of he run.The clock is restarted after the declined penalty because it would have remained running without the foul.
