I saw somewhere!! Players are not as effective if played out of position. Is this reduction of effectiveness in effect if player is trained and used in their Best position or their titled position?/

Titled position is a player's "real" position. For some secondary roles (Like Kick Returner, Holder, or Gunner) the players could easily have a higher overall grade in that role than in their natural position (for instance, a QB with "A" hands is probably going to rate higher as a holder than as a QB). However, the position that is listed under "POS" is the one that is applied as the natural position of a player.Did that answer your question?

I'm going to assume that for special teams positions there is no reduction in execution. Is this correct? It would make sense as there are no players who have those (KR, KRB, GUN) as their listed positions.

My punter is A power, B+ accuracy while my kicker is A-/B, both are rated as B for the Kicker role. In this case would you recommend me starting my punter as both kicker and punter?

Unless the punter's execution is alot worse than the kicker's, yea i think that would be the best way to go.
