1981 JJL Minor Leage Ratings

The idea is to evaluate the minor league systems across the league in terms of how well a system is being maximized for Improvement Chances (ICs) as well as how well stocked each team is with youth.
Here's how the formula works:
Start with 5 for each CP allocated (Max 100)
Deduct 5 for each point under 15 for top the 3 combined
(if the top 3 are 544 it is a 10 point deduct)
Deduct 3 for each minor leaguer over 15
Deduct 1 times CP Assigned times years over
22 if hitter, 23 if pitcher
(a 25 year pitcher with 5 CPs would deduct 10)

Pitt will soon face mass retirements and their minors have a 27 score. Ouch!
Pitt & STL; I have youth and picks to trade. Looking for quality veteran hitters of any age.

yes. It only considers age, number of players, and coach point distribution. Talent is not considered. The higher scores should be associated with the highest number of ICs.
Pittsburgh's score is low because they have older minor leaguers that can't move up because the roster is so loaded. That rule that says at least 4 points have to be spent on pitchers cost him 36 points since he had no young pitchers to put the 4 CPs on.
