Waiver Wire Page Headers

I noticed on my system sometimes, the batter waiver wire page took a longer time than usual to load. I adjusted the page to display the headers every 20 rows instead of every 10 rows and this seems to have helped greatly. I think the new look is a bit cleaner as well.
