What is the significance. Does a 22 yr old player in the minors with OSA 23 belong in the majors to max improvements? Is a 25 yr old with OSA 26 in the majors already past his peak improvement yrs 22-25?

A pitcher would do a little better in the minors with 5 coach points, largely because he'll simply get more improvement chances there. For position players, they'll probably be about the same. My decisions on such players depend on the state my team is in: will calling him up cost me a playoff berth, or will leaving him in the minors take improvement chances away from another deserving player?

Well, players who aren't very good can still see some mild improvement at OS 26, 27, 28 -- like a B/B might become a B+/B+ eventually, and thus be a little less lousy. But he is older than 25, and thus past the peak you mention. One of my great disappointments on my first multi-year league was the lousy improvement beyond about 24 or so. I think I was just expecting too much; adding a grade (like B to B+) is a decent improvement, and it does help some.
