The Philly pick will be at the end of the first round. You are unlikely to find a better player than Febles drafting that low, so I would pass on such a deal. The late second and late third round picks are not worth considering in this evaluation.
Your minor leagues are a disaster. You are wasting CPs by spreading them out so thin. You should put 5 CPs each on Febles, Dotel and Brown, and forget trying to develop the rest. Seilheimer is the only hitter to even consider developing, and, while he may develop decent power, his contact will always be low. If you want to take the chance, I'd put 4 CPs on Seilheimer and 1 CP on Dotel...but that's about it. Anything else is a complete waste and will not help you make that team any better.

I agree with everything thatrogue said, both about declining the trade and making changes to your minor league CPs.
