This is blind league. Ipeg Foster at C(+) velocity and B(+) control With B+ endurance.

I'm no expert on blind leagues but it stands to reason that an owner of a player has a good idea of where his players are in relation to moving up a grade. Haney & Wilson are at the age where they don't improve much so what you see is what you get. Haney has had a good whip the last three years indicating he can hold his own. Wilson also has a good whip but I'm guessing he is maxed out in control and he is done improving at 29. The same goes for your minor league catcher Orval.
I would decline and keep Brian Foster because you need to spread your age groups. If you accept you would have 10 pitchers 29 or older (not counting minors).
