Once more by request:
Clearly you've got a stud here. Decker is A+ in control and just 20 years old. He's likely to max out in control. To deal him at this point (and it changes as he ages of course) I'd have to get a stud in return and that stud would have to be under 30. I don't see this offering having that stud involved. You've got a pair of pitchers who have thrown in the league this season who are adequate at best with their C control (Reinecker and Horsman). You've got a long term potential prospect in House that you can develop but would have to dedicate 5-6 years of CPs to. And you get Dixon who is adequate at best with that fully developed B- power in a league full of A+ power guys. If you were pushing for a playoff spot I might (read MIGHT) trade Decker if I could make a deal for a guy that would push me over the top but your team isn't close to that point. I also would not be inclined to take picks as the major componant to the deal unless it was the number one overall pick and I could see already that there was a stud that I wanted to grab (and if that were the case why would the other team offer?). Your best two pitchers are in the minors. Those are who you're going to build your team around. Plan your team to be competitive in 3 seasons after the initial push teams start getting too old and your young guys are starting to reach their prime. Pick your core, build around it and only trade away one of the core players if 1) the trade is going to push you into the playoffs or 2) you're adding to the core plus something else.
