If you set anything to Ultra Conservative, it will have a dramatic effect on how often runners go in those situations. Runners should hardly ever try to steal if any of the Ultra Conservative situations is met.
I lessened the effect of Aggressiveness of stealing success.
I increased the success rate of steals slightly.

Okay, I've done a few things - we'll see how it works out.
