Absolutely! The only thing is that anyone who wants the job should immediately be excluded, because those kind of people make the worst leaders.

Competitive balance is important for the health of a league. Seeing vacant teams with their last 5 first round picks on the inactive list, or a team like Toronto with (literally) 17 WR's on their roster, isn't good for anyone. It's important for the commissioner to go in and fix these teams up, not only to make them more attractive to potential buyers, but for the sake of competitive balance.
