In baseball it's called a revocable waiver and is actually a rule in the majors, so it has a precedent. In football it is assumed that if want to waive a player it is because you do not think they have enough potential or are a good fit for your style of team. In baseball you have a minor league system in which you develop players, because baseball is such a skill related game that it can take years to produce a finished product. I have experienced this type of lack of responsibility for making decisions in other leagues and it became a crutch that people use to take back bad decisions. There is a five minute window to undo a waiver request and then the command is implemented. It is not ok for the league or a single player to say that the right thing is to not consider a command for a player to be waived as valid if the owner realizes after the fact that they made a mistake. It places the onus of responsibility on the other owners of the league instead of the owner who made the mistake.
