Player "slotting" in Minors - IC chances

I've been battling with getting the most ICs for specific minor league players. Even though there are 5 CPs on a player, they just don't get improvement opportunities, while others with no CPs are receiving a high amount of improvement chances.
I've tried to bring up players and manipulate the "slotting" of the 15 guys on my minor's squad, but this doesn't seem to have any effect.
Does anyone have a method for adjusting minor leaguers to get the most out of the IC chances? I'm not looking for 80 in a season, just the normal 64 range for a guy with 5CPs.

over the course of several seasons, the players with 5cps will get the bulk of the ICs. that's just math. so long as you keep 5 cps on the proper players and limit your minors to 15 (in most systems), you're doing all you can. try to ignore the luck.

Any chance that you have less than 20 CPs assigned?
That's a bug that I submitted about 5 times in the support section (but it was never fixed), if you assign less than 20 CPs then the IC distribution is essentially random, the players with CPs won't get more ICs than players without CPs.

I've maintained 20 CPs throughout. There may have been the rare occasion where I brought someone up and missed it for a day, but that's the exception. Thanks for the heads up though.
