Just bad luck with improves?

I've got an age 17 (OS18) player in the minors with 5 CPs on the season. I switched at some point to 3 CPs because the team is strapped and he wasn't converting.

He's getting opportunities, but the conversion rate is 14% which is causing concern.

Is this just about getting the zero and not the one (bad luck) or is it possible that some players just don't convert in the minors. B- overall at that age should have a higher conversion rate IMHO.

unless you're in a variable development league, all conversion levels above or below the expected norm are pure luck and should play no role whatsoever in who gets the max number of cps.

14% isn't horrible for a pitcher, he should convert better at his age, but that's not far off, by the end of the season he could end up normal. Taking CPs off him is just adding insult to injury, if you project him to be one of your top three prospects he should have 5 CPs
