Does a players rating at catcher affect his arm rating when attempting to throw out base stealers?

What I mean is , if a player has say a 55 rating as a catcher and a 90 arm does the fact that he is not fully trained as a catcher lower his arm rating in any way when throwing out base runners.
Or does it factor in to the formula at all?
Would a player with a 100 rating and 90 arm have a better chance at throwing a runner out then one with a 50 rating and a 90 arm.

The position rating has a large impact... Someone with a 55 rating at catcher will not be throwing many out, and keep your center fielder pretty busy chasing down errant throws.

The JFL is a blind league so I can't tell you exactly how good the arm is but I believe that it is in the low to mid A+ range.
I did not start McCabe's conversion to catcher untill its OS 25 season and it only played 27 games at catcher during that season. Subsequently he has progressed at 12.2% per season for the last 6 seasons finishing this year with aq rating of 75.7% at catcher. First it is pretty sad that a player can play 120+ games at catcher for 6 seasons and only have a 75 rating. Thats OK though, He will hit 100% by the time he is OS 33.
McCabe has had a woefull time in trying to extiguish base runners during his career. Throwing out less than 15% in each of his first 4 full seasons at catcher and peaking at 17.2% before falling back to 16.4% this last season.
Those CS % numbers will slowly climb and then take a big leap forward as McCabe cracks the 90% barrier.

So now McCabe is 32 yo and apparently too stupid to continue to learn how to play catcher. McCabe is stuck at 88.1% at the position despite the fact that it has been an everyday catcher for 7+ seasons.
