OS18 pitcher not converting

I'm in var. dev league & rank minor leaguers 1-15 for CP's. I drafted an OS18 pitcher 6th overall and gave him 13 CP's. Through half a season he was 0/27 in IC's. My question is: he's obviously a minor's bust, would he get any IC's if I promoted him to the major's at OS18? It can't get any worse. Or do I have to just suffer through 5 yrs of no IC's?

I would try and get him at least 25 major league ICs right away. If he converts more than a couple, then he could very well be a minors bust/majors gem. If not, then there's still chance he's a Eureka or an Enigma.

He would get ICs all right, but at OS18 he probably won't convert too well in the majors even if he is a gem. And of course having an 18yr old pitcher is not a good idea if you're fighting for a playoff spot.
I'm not advocating against calling him up, just don't cut him if he doesn't convert well - as WillyD said, he may be an enigma. I have done well with enigmas by adjusting the CPs according to the year they were having, setting them to near 15 CPs in good years and at the bottom in bad years.
