There are now too many exceptions for a simple general rule, so a new Help page has been added to show all of the out of position penalties. If you don't see it on your Help menu you may need to refresh your page.
For those who love to play RB's and P's at QB, that penalty has been reduced; conversely, the maximum passing skills of RB's and P's has been reduced in player creation so this balances out.

Looking through the code, Out of Position penalties have been handled inconsistently. I have cleaned this up, reducing a couple of penalties and increasing others.
