SB at neutral site

OK, I'm close to moving the "SB at neutral site" code into Beta.
Basically, the default rule will be that the Sim Bowl is played at a neutral stadium from one of the other teams in the league, whichever one has the best weather forecast. (I forsee a lot of Southern California and Arizona Sim Bowls.) The team that is listed as the "home team" will be the team with the better record.
Premium leagues will be able to select from five variations:
- SB is played at a neutral city that has a team in the league (the default).
- SB is played at any neutral city available to the league (occupied or not, so for most leagues this means that the host can be one of 71 different cities).
- SB is played at an unoccupied neutral city available to the league (i.e. any city that does NOT have a team in it).
- SB is played at the city with the best weather between the two SB teams (i.e. the way it is now).
- SB is played at the city with the best regular season record between the two SB teams.
So any league using one of the "neutral city" options will almost be guaranteed near-perfect Sim Bowl weather.

What about a SB at a city that is closest to the 2 finalists.
