Ratings vs. Performance

Ok, Ive been playing SimDynasty for about 12 seasons and I am starting to guess that the ratings are a guide to a players probable performance but there are some players who have higher ratings that will never perform well and some who have slightly lower ratings but perform above their ability. Have any of you also noticed this?
This seems rather realistic but frustrating (which I am sure is also realistic to real GMs). How do you look at players? According to their ratings or do you just put them out there and see how they do and go with who performs well?
Just wondering. I don't remember reading anything about this is in the introductory guide to the game.

It is realistic, that's for sure. Like a real GM, he has to think about his potential. But more often, he has to look at his career numbers or the numbers he has this year.

i just trust the law of large numbers to even things out
