say 23, as backup for the 26 year old starter, suffer the same declines as he would as a starter; or is his decline postponed by as many years that he is a backup?

I don't believe players will decline at 23 unless he is drilled in something that causes declines like W or D.

There is always at least a 1% chance for a decline chance to cause a decline at any age. The number of "decline chances" is age based and is not changed by playing time.-Chris
