Player Upside

When trying to determine a player's upside, which is more important potential or attitude? I know both play a factor (potential affecting skill conversions percentages and attitude affecting total chances), but which plays are larger factor? Or are they about equal?

They were designed to be about equal but actually Attitude might take the lead because lower Attitude players may play less (due to Conditioning) and get less IC's for that as well. I may need to increase the Potential effects slightly to compensate, but they are designed to be about equal.

Salaries of college players will be based on their skills relative to the pros already in the league in their position, so a guy who has a mid B+ overall at QB will have a salary similar to other B+ QB's already in the league.
