prevent offense/defense abuse and tanking

to keep Sim Football realistic, i don't think owners should be able to abuse their offensive or defense tools. in real life, a defense would catch on pretty fast if the offense did the same play every time. but AFE doesn't have AI. so to prevent unrealistic repetition of plays for exploiting the game or trying to tank, i propose the following for all non-default offense and defense strategies:
*each situation must have at least three plans, and no plan can have more than 75 percentage. this would apply to all sub-strategies too: Base, 2-Min, Yellow Zone, Red Zone, 2-Min Red Zone, Goal Line, 2-Min Goal Line
P.S. restrictions should be put in place for Kicking, Returns and Time Outs to prevent tanking. I just don't know what they would be.

It's a pretty good idea.
I might make an exception for 4th-and-long. I think defense would go deep zone pretty much all the time there. Offense could at least put in 25% long pass and 75% shotgun long pass.

I am going to deal with this in the next day or two by having the defense strengthen if the same play strategy is used repetitively; I'm thinking if the same passing strategy has been used in 3 of the prior 5 plays, the defense has a much stronger chance of successfully defending that same play. (There aren't enough different run strategies to apply this to running, but that will also change.)

This is potentially a good idea as well, although I may need to allow some exceptions for, say, 4th and long.
P.S. restrictions should be put in place for Kicking, Returns and Time Outs to prevent tanking. I just don't know what they would be.
In this game it would be pathetically easy to tank because you have so much control. The only restriction in place right now is that you can't call for short passes when facing 3rd or 4th and long.

Chris, we might have to deal with tanking issues once we get to pay leagues.
Is it possible to default to a draft lottery, so the worst team isn't automatically drafting first?
Because as you say there are so many more ways to tank here. Heck, just putting the worst possible quarterback and worst blocker on your O-line and setting a pass-heavy offense would virtually assure a stream of interceptions and sacks.

I am sure we will have to deal with issues, it's just going to be harder to prevent; we can't make people win!
However, with the way football players develop over 4 years of college, all come into the draft at similar ages, and no minor leagues to develop them, I don't think you are going to see the hugely dramatic differences in draftee quality that we do in baseball; people are going to be drafting to fill specific holes (as there's no position changing), so I'm hoping it will be less of an issue. But we will see.

This makes me think that, as the game progresses, you might need to tweak the "single-season" leagues the same way baseball has and make them more trial leagues.
Play something like three 8-game seasons with 2 preseason games.
That way everyone will learn how the amateur draft works and have to think about player ages, etc.

I like the ideas for strategy limitations, but I don't think that tanking will be an issue in the football leagues. There won't be enough benefit to the highest draft pick for teams to "need to lose" and there should be a higher salary tied into drafting higher as well, which will be a preventative measure in itself.

The problem with that is that the college system requires a TON of database space for players who will never see the light of day in a trial league. Of course anything is a possibility, but that is the reason why trial leagues are single-seasonright now.
