Why does an 18-yr have to clear waivers. I thought you could promote/demote all you want within 6 years?

It looks like he was waived from the minors.

I'm not sure why he hasn't cleared waivers yet though, I will look into that.

There are a bunch of guys "stuck on waivers" whose claim dates are long passed, I'm guessing it's all the same bug .

I can't seem to find this bug. I've cleared the waivers, let's see what happens next season.
