At what point will I be able to waive one of my non-guaranteed players and pick up a veteran for the .5M minimum? The waiver wire just shows "-----" in the "Claims" column for me.

Well that's a bit silly. Is it not allowing me to acquire anyone because I'm too close to the cap? If I could cut someone like [url=http://beta.topindustrynews.com/player.jsp?player=nobody&mode=stats&id=61971]Hairston[/url] then I would be able to take on a .5M contract for a 1 year veteran RP (which I attempted to do during Free Agency, but we zipped through that last day and started the season this morning before I was able to complete my transactions).

What am I supposed to do in a situation like this?

Hi,
I removed the adjustment so we could try to get to the bottom of this.

I put in a change that will allow teams in salary leagues to go to 39 players. I waived a guy on your team to try this out.

OK, I added an adjustment of -.3M so that I could claim a player and then drop Hairston. I think that this issue may need to be addressed in the future though. I was operating legally under the cap and I had the non-guaranteed player avaiable to waive, so I should have been allowed to process this transaction without having to bend the rules.

Also, I could have put claims in on players who are currently designated for assignment, which makes no sense because they are mostly more expensive than the .5M veteran minimum salary of the other waiver guys. (I could place a claim on someone who was being processed, but I could not claim anyone who had already cleared waivers and was just sitting there.)

Also, the 40 man roster may need to have some more flexibility prior to the April 23 deadline (or whatever it is). If I could have dropped Hairston first and then acquired the veteran, no problem, but I couldn't waive Hairston because it would have put me under 40 players.

OK, sorry for moving forward on it. I didn't want the league to sim ahead really fast without getting this roster issue fixed.

I have 39 players now, and my ability to claim people is fully functioning, except that I still cannot place a "Claim" on any player who would put me over the cap, such as [url=http://beta.topindustrynews.com/player.jsp?mode=player&playername=nobody&id=61351]Fuentes[/url]. But I CAN make an options claim on a player such as [url=http://beta.topindustrynews.com/player.jsp?mode=player&playername=nobody&id=61403]Leonard[/url], whose .99M salary is identical to that of Fuentes.

It probably needs some work. I should probably remove the salary restrictions and let people manage it themselves, both here and on the trade area. Thoughts?

There is a penalty in the sim for being over the cap.

I think that if you make the team salary visible on every page, or at least on any transaction related pages (Team Salary: XX, Team Salary after transaction: YY) then you can just completely turn off any salary related restrictions to what teams can do. The penalty that is in place for being out of compliance with the cap is, IMO, quite sufficient to deter abuse of the system.
